Provinzialkonzil (Prov. Cashel); 1453
Summoned by the archbishop to meet at Limerick on 6 August. The records have preserved 121 canons that were enacted at the council, most of them clearly reflecting the Roman canon law as it was applied in Ireland. Most of the canons deal with familiar subjects, ranging from liturgical matters to clergy discipline and the problems caused by mendicant friars and itinerant priests who operated independently of their bishops. There were also several canons dealing with the payment of dues and the financial privileges of the clergy. The union of benefices was prohibited, and rights of sanctuary in churches were protected. The clergy were not allowed to alienate church property to laymen and their separate legal status was to be safeguarded. Worship was to be conducted in a seemly manner by clergy capable of singing the services in towns and places where a choir was maintained. Excommunication was to be pronounced sparingly, and in each case the reasons for it was to be clearly explained. People guilty of secular crimes were not to be protected by the church, but were to be handed over to the civil authorities for judgment. Any clergyman who failed to comply with these directions was to be ejected from his benefice, and bishops were given the power to appoint suitable priests to parishes if their monastic patrons had failed to do so. The canons of Cashel are remarkable for their extensive coverage, and their survival indicates that even in a remote and poor province, the laws and discipline of the universal church were known and implemented by the local authorities.
