II Plenary Council; 1895 (17th November - 1st December)

Further dioceses and provinces were established in 1887. In 1895 (17 November – 1 December) in Sydney, twenty-three Council Fathers (Archbishops Thomas Joseph Carr [Melbourne], Robert Dunne [Brisbane], Daniel Murphy [Hobart], John O’Reily [Adelaide]; Bishops Rudesindo Salvado OSB [tit. bp Hadriani and abbot nullius New Norcia], James Murray [Maitland], William Lanigan [Goulburn], Elzear Torreggiani OFMCap [Armidale], John Cani [Rockhampton], James Moore [Ballarat], Stephen Reville OSA [tit. bp Ceram, coadjutor & procurator Sandhurst], Joseph Patrick Byrne [Bathurst]; Matthew Gibney [Perth], John Dunne [Wilcannia], James Francis Corbett [Sale], Jeremiah Joseph Doyle [Grafton], John Hutchinson OSA [tit. bp Maximopolis, vicar apostolic Cooktown], Joseph Higgins [tit. bp Antiphellus, auxiliary Sydney], Patrick Delany [tit. bp Laranda, coadjutor Hobart], John Gallagher [tit. bp Adrassa, coadjutor Goulburn]; Revv. James Maher [diocesan administrator Port Augusta], Anton Strele SJ [apostolic administrator Port Victoria & Palmerston]), with Cardinal Moran of Sydney presiding, assisted by forty-nine priests, augmented and slightly modified the 1885 legislation. The New Zealand bishops (who had wished to participate) were directed by the Holy See not to attend this council, but to hold a New Zealand council instead. There was much deliberation on the need for the Holy See to give special faculties and permissions in the missionary context, and some planning for projected dioceses. Additional legislation concerned continuing education of priests and parochial missions.
